This was a passage that David spoke in the Old Testament making David a prophet. Because it came true. The Holy Spirit speaking through Peter called David a prophet in this passage. From Gods perspective David was the intersection of church (prophet) and state (king - ruler). Since Jesus being God and the exact representation of the Father, I believe he is telling you and I to sit down and relax at His (Jesus) right hand until HE makes your enemies your footstool.
